The OSCE Project Co-ordinator in Ukraine currently implements the Improving Ukraines Regulatory System on Chemical Safety and Security project with a view to facilitate the development of the Ukrainian legislative framework to reduce potential risks of harm posed by the hazardous chemical substances to the health of workers, consumers and the environment, as well as to prevent the unauthorized access to the toxic substances, especially to the dual-use chemicals. The Ministry of Economic Development and Trade of Ukraine is one of the beneficiaries of the project, especially involved in the development of Technical Regulation On classification and labelling of hazardous chemical substances.
The National Technical Regulation is being developed for the purpose of implementing the UN Globally Harmonized System of Classification and Labelling of Chemicals (GHS) into Ukrainian legislation that will enhance the safety of production, handling and disposal, transportation and storage of any hazardous chemical substances in Ukraine. As part of the first phase of the OSCE PCU Project implementation, the experts conducted a comparative analysis of Ukrainian and international legislation in this area and developed the draft content and structure of the National Technical Regulation On classification and labelling of hazardous chemical substances. For the purpose of further development of the Technical regulation the OSCE PCU requires the service of the Experts.
Please note that this is a consultancy assignment of approximately 45 working days. The experts will be required to work from home with the ability to travel if necessary.
Tasks and Responsibilities
Analyse the provisions of the first draft of the Technical Regulation, providing comments and proposals to the Leading expert on making the relevant changes;
Develop the first draft of Annex I (Classification and labelling requirements for hazardous substances and mixtures), Annex II (Special rules for labelling and packaging of certain substances and mixtures), Annex III (List of hazard statements, supplemental hazard information and supplemental label elements), Annex IV (List of precautionary statements) and Annex V (Hazard pictograms) to the Technical Regulation;
Participate in the discussion of the first edition of the Technical Regulation during the Experts Working Group meeting;
Develop the second draft of all five Annexes to the Technical Regulation in accordance with the conclusions and recommendations received after the Experts Working Group meeting;
Analyse the criteria for classifying hazards involving dangerous environmental impacts and the class of ozone layer destroyers, as well as the criteria for identifying chemicals as persistent pollutants, bioaccumulative and toxic to the environment;
Develop the Explanatory Report to the Technical Regulation based on the analysis of the impact of new criteria on the activity of respective governmental bodies involved into the sphere of environmental protection;
Develop proposals for amending of existing national regulatory acts in the field of environmental protection and environmental safety in order to bring them into compliance with the requirements of the Technical Regulation.
The abovementioned tasks will be divided between the selected experts based on their qualifications and skills.
University degree in chemistry, ecology, medicine, biology or related fields. An advanced degree would be an asset;
Minimum 5 years of professional experience related to the chemical industry and analysis of technical regulation of chemicals circulation in Ukrainian and international markets, or of working within the governmental institutions involved into the field of environmental or chemical safety and security;
Deep knowledge of the system, structure, objectives, criteria and procedures defined in Regulations EC ¹1272/2008, UN GHS and Regulations EC ¹1907/2006 followed by practical experience in applying the hazard classification criteria and developing a precautionary labelling procedures of chemicals in accordance with the GHS is highly desirable;
Knowledge of national and European legal acts and regulations on chemical safety and security, as well as of technical regulation and standardization;
Fluency in Ukrainian, working knowledge of English would be an asset ;
